Senior Procurement Leader

Our Client manages one of the largest property portfolios in New Zealand, composed of over 8,000 hectares of land with a carrying value of 14.6 billion dollars. Based in Wellington, the Senior Procurement Leader will maximise the benefits that our client receives from their expenditure by providing procurement services.

The Senior Procurement Lead will lead high value procurements including: undertaking needs analysis and procurement planning, drafting procurement documentation, managing the procurement process and contract negotiation.

This is a contract role which goes for three months with the possibility of extension.

To be successful in this role you will need to demonstrate that you have:

• In-depth knowledge of and substantial experience with government procurement and with leading open tender processes
• Understanding of and experience with applying the Government Rules of Sourcing
• Broad knowledge and experience of the practical application of current procurement good practise
• Knowledge of the tools and techniques used in supply chain management and competency in their application
• Significant relationship building experience including liaising with, communicating to, consulting with and influencing a broad range of senior stakeholders in the government and private sectors
• Ability and capacity to lead and manage in an interdisciplinary, cross-agency, potentially cross-industry environment 
• Understanding of the impact of regulatory or legislative issues including, the Resource Management Act, Building Act, Public Works Act, in the development of public private partnerships in a New Zealand context

You will have an understanding of political environments, particularly engagement with senior managers, Ministers and their offices. You will have strong negotiation, persuasion and influencing skills. You will have the ability to think logically and the ability to grasp complex concepts and communicate these verbally and in writing.

It is highly desirable that you are a full member of Level 6 membership with the Charted Institute of Procurement and Supply Chain. An understanding of and experience with construction procurement is highly desirable.
